As the ECC Network (ECC-Net) marks its 20th anniversary, each ECC shares unforgettable moments, taking us on a journey through the local initiatives they have undertaken over the years. Here, ECC Luxembourg presents its highlights over the past 20 years.


ECC Luxembourg: where European borders meet and consumers are protected

ECC Luxembourg has been supporting consumers in one of Europe’s most multilingual and cross-border environments. The Grand Duchy of Luxembourg is characterised by a great diversity of cultures and languages: French, German, English, and Luxembourgish. It is the seat of many European institutions, international companies and the host of many consumers who shop across borders on a daily basis. This reality makes our country a valuable place for exploring European consumer issues.

Before the official launch of the ECC Network (ECC-Net), Luxembourg already assisted consumers with cross-border issues as a Euroguichet. Since the creation of  ECC-Net 20 years ago, ECC Luxembourg has kept on playing a central role in helping consumers to understand and exercise their rights. Our team reflects the country’s diversity and is perfectly positioned to handle multilingual and multicultural consumer challenges with empathy and efficiency.

Euroguichets
The Euroguichets were founded in 1992 at the European Commission's initiative to inform consumers about the opportunities of the European Single Market and about their rights as consumers in Europe. Together with the European Extrajudicial Network, they formed the ECC Network in 2005.

Supporting consumers during the COVID-19 pandemic

The COVID-19 pandemic brought an unprecedented wave of questions and concerns from consumers, from mass travel cancellations to uncertainty around refunds and delivery delays, as well as the growing impact of e-commerce. ECC Luxembourg remained highly accessible throughout this period, with extended availability and longer opening hours. The crisis highlighted how essential it is for consumers to have a reliable and responsive European contact point in times of uncertainty.

Engaging with Luxembourg's citizens

At ECC Luxembourg, we also enjoy going out and meeting consumers directly. Since 2007, ECC Luxembourg has organised regular 'Midis du consommateur européen', informal lunch sessions held in cooperation with the Representation of the European Commission in Luxembourg and the Luxembourg Liaison Office of the European Parliament. These free events offer citizens direct access to information about their rights and current EU topics. In total, 77 sessions have been held, helping to build a strong and lasting connection with the public.

Our latest awareness-raising campaign brought ECC Luxembourg closer to the public than ever before. With eye-catching visuals displayed across Luxembourg’s tram network, a major Instagram campaign supported by local influencers, and advertising in national cinemas, we reached people in their everyday environments.

Hosting the Conference on Consumer Rights in Europe in Luxembourg

Our biennial conferences gather key national and European stakeholders to discuss major 
consumer issues. In September 2025, we will proudly host our 10th edition. This event is an excellent opportunity to explore online practices in the digital marketplace and discuss the challenges of sustainability faced by consumers. Additionally, there will be a lively debate about the risks and opportunities of cryptocurrencies that every consumer should be aware of. It’s certainly going to spark some interesting conversations.
